Municipal Finance Banker - Luxembourg
The European Investment Bank (EIB) is the European Union's bank, investing in/lending to projects that further EU policy objectives. The EIB is based in Luxembourg, and is a self-financing and non-profit-maximising European Institution and bank.
The JESSICA and Investment Funds Division is currently looking to recruit a:

Municipal Finance Banker

Appointment to the post will be for a fixed period of three years with the possibility of extension depending on the development of the JESSICA initiative

JESSICA stands for Joint European Support for Sustainable Investment in City Areas and is an initiative of the European Commission (DG REGIO) and CEB in cooperation with the EIB to promote sustainable investments and growth in urban areas. It intends to provide Member States and Managing Authorities with tailored solutions to finance a wide range of urban renewal and development projects that form part of integrated and sustainable urban development plans.
Under JESSICA, Member States are able to use some of their Structural Fund allocations, primarily from the European Regional Development Fund (ERDF), for direct or indirect investment in Urban Development Funds (UDFs), which use the funding to accelerate investment in urban areas. Member States can also establish Holding Funds to provide finance to UDFs.
As a Municipal Finance Banker, you will support the Head of the geographical Unit for Southern and Western Europe in the management of Holding Fund operations, maintaining contact with the relevant EIB supporting services, and will conduct a variety of tasks in support to JESSICA operations according to the existing business plan, in particular regarding Spain, but also, upon request, for other countries in the region (mainly Portugal and Italy).

More specifically, this will include:


• (Co-)manage the activities of the Holding Funds (HFs) as well as the development of financial operations involving the utilisation of EU Structural Funds and/or other European/national public resources, in particular:
o preparation of operations for approval by the Investment Board
o management of the day-to-day running of the respective HF, including internal and external reporting, when necessary
o contribute to the reporting requirements of JIF/EIB towards the respective Managing Authority, the Investment Boards and the European Commission
• Provide project structuring services to exploit the leverage opportunities afforded by JESSICA, including access to other sources of institutional finance.
• Task and supervise external consultants
• Develop the cooperation with local partners, such as banks, research institutes, Ministries, Managing Authorities etc.
• Work in close cooperation with the other EIB services involved in municipal finance operations
• Responding to requests from Member States for assistance with project development.

• University degree in Finance / Business Economics or any related subject
• At least 3 years’ experience in the financial sector, preferably with experience of project financing in the urban sector and/or in investment funds
• Experience of marketing to public sector as well as private partners
• Good knowledge of specific markets and/or regions would be an advantage
• Experience in EU policies (especially regional policy) or in EU funded schemes would be an asset
• Familiarity with legal and financial issues in urban regeneration development financing would also be desirable
• Excellent knowledge of MS Office Tools (Word, Excel, PowerPoint)
• Excellent knowledge of written and spoken English and a good knowledge of French(*). In view of the region of operations, working knowledge of Spanish as well as either Italian or Portuguese would be required. Additional knowledge of other EU languages would be an advantage.

• Ability to produce clear and concise reports
• Diplomatic skills and ability to deal with customers at all levels

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
