HR Advisor - Training & Development
Our Client, a multinational company working in the field of industry and manufacturing with significant presence within Europe is currently looking for a professional to join the Human Resources functional team for its newly established operations in Bulgaria:

Main Purpose of The Job:
To ensure, through the design and implementation of a comprehensive training program a workforce with the necessary skills and abilities to operate the new and rehabilitated plants and equipment safely and efficiently.

To Manage the training function to ensure that optimum staff performance is achieved through cost effective, quality training and development consistent with the needs and objectives of the Company.

To design, develop and ensure the effective implementation of safety training programs to instill the necessary understanding and awareness of safety culture in the workforce and organize courses specifically targeted at the safe operation of all plan, equipment, systems, etc.

Initial Focus and Tasks:

In conjunction with O&M Manager, HR Manager and other functional managers prepare skills and competency profiles for all the discrete positions identified within the core activities. Competency standards should reflect company/ industry norms.

Determine existing skills base, and competence levels through a details assessment and analysis of the existing workforce in the core functions

Identify skills and competence gaps and the overall training needs to meet future requirements.

Prepare comprehensive training program covering all aspects of the identified needs to be implemented within agreed timescales and within the approved budget

Functional Accountabilities:

Develop, apply and continually review the training strategy, having due regard for corporate strategy (Safety Management system, performance management, staff development, etc.), business objectives and statutory requirements.

Manage the training department to ensure the provision of a quality training and training administration service in accordance with approved annual training plans and budget.

Coach and counsel local staff in different aspects of the training function including:

- training needs analysis techniques
- development of competency standards
- instructional and presentation techniques
- development of training programs and plans
- training administration

Identify a local member of staff to be developed and training to replace the Training Advisor on completion of his/her assignment. Develop a comprehensive training program for this person and ensure its successful implementation within an agreed timeframe

Establish and maintain an efficient training administration and records function, which facilitates the retrieval of data and the provision of management information.

Develop a strategy for the implementation of further educational programs within the context of the overall staff development strategy using open learning, distance learning, self study, etc. techniques.

Candidate Profile:

Seasoned training professional with a higher level qualification in training and development

4-5 years of experience within a Training and Development function

Previous experience conduction a major training analysis and implementing a comprehensive training program in a foreign environment.

Sound knowledge of techniques to support a program of change, management / supervisory and interpersonal skills training and teambuilding initiatives

Must have strong interpersonal skills and considerable experience of working in an overseas, culturally different environment.

Position Specification:

· Graduate calibre.
· Had exposure to a sophisticated management culture.
· Experience or behavioural skills of a consultant / advisor.
· Working knowledge of best practice training and development approaches.
· Must have strength in some relevant areas eg. Performance management, training design, evaluation, facilitation skills, coaching, training needs analysis ie. Must be able to make an instant impact in a key area.
· Achievement orientation, resilient and enjoy extensive travel.
· Would suit individual keen to develop a broader array of competencies in a diverse training and development role.
· Administratively self-sufficient eg. Computer literate: word processing, spreadsheets and presentation packages.
Expertise & Experience

The successful candidate must speak at least one Central European language, knowledge and command of Bulgarian is a great advantage, fluent English is a must.
