For one of our partners, an IT consulting and outsourcing services
firm with an office in Bulgaria since 2007, we are looking for an
experienced HR Manager to support their local operations.
The ideal candidate is a people-focused leader with strong HR
administration skills, excellent communication abilities, and an
understanding of Bulgarian labor laws and corporate compliance.
They will work closely with the CFO, legal partners, and external
accounting firms to ensure smooth HR operations.
Key Responsibilities:
HR Operations & Compliance:
• Oversee payroll processing, benefits administration, and
employment contracts.
• Ensure compliance with Bulgarian labor laws, tax regulations, and
government filings.
• Work with external legal and accounting firms to manage
employment-related matters.
• Handle employee work permits, visas, and government reporting
requirements.
• Serve as the point of contact for any audits or legal inquiries
from Bulgarian authorities.
• Oversee vendor invoicing and payment coordination, ensuring
timely and accurate processing while liaising with vendors and the
internal accounting team.
• Manage tax-related compliance and auditing requirements,
maintaining organized records and ensuring adherence to federal,
state, and local regulations.
• Coordinate all tax filings, working closely with accounting and
external tax advisors to ensure timely submissions and compliance
with reporting obligations.
• Serve as the primary liaison between HR, accounting, and external
vendors, facilitating smooth financial transactions, resolving
discrepancies, and improving workflow efficiency.
Employee Relations & Resource Management:
• Act as a trusted advisor and advocate for employees, ensuring
their concerns are heard and addressed.
• Support managers in handling employee relations, performance
management, and conflict resolution.
• Organize employee engagement initiatives to foster a positive and
inclusive workplace culture.
• Act as a key resource for employees regarding company policies,
procedures, and career development opportunities.
Talent & Workforce Planning:
• Collaborate with leadership to develop and implement HR
strategies that align with business objectives.
• Assist in hiring, onboarding, and workforce planning to support
business growth.
• Provide input on compensation structures, salary benchmarking,
and performance-based incentives.
• Work closely with the global HR and professional services teams
to maintain consistency in HR policies.
Qualifications & Experience:
• 5-10 years of HR experience in a corporate or BPO/IT setting.
• Strong understanding of Bulgarian labor laws, payroll
regulations, and compliance requirements.
• Experience working with external legal, payroll, and accounting
firms.
• Ability to independently manage HR processes, employee
engagement, and compliance activities.
• Strong English communication skills (both verbal and
written).
• A leadership approach that is thoughtful, empathetic, and
people-focused.
• Proactive problem solver who can balance business needs with
employee well-being.
• Prior experience working in a multinational organization is a
plus.
• Kind, thoughtful leader who understands the importance of
employee engagement.
• Ability to differentiate between personal and professional
challenges and offer guidance accordingly.
• Comfortable handling sensitive HR and legal matters while
maintaining confidentiality.
• Adaptable to dynamic environments, with a proactive and hands-on
