· Oversee full-lifecycle financial management of the PV+BESS project in Bulgaria, covering financial accounting, financial statement preparation, local tax declaration, statutory audit and internal control system establishment, as well as cash flow and project budget & cost control. Build stable communication channels with Bulgarian Tax Authorities, financial regulators, external auditors, commercial banks and financing parties. Fully mitigate project financial risks and ensure all financial activities comply with the Bulgarian Accounting Act, EU fiscal & tax regulations and the Company’s internal financial policies to support seamless progress of construction, grid connection and commercial handover of the project.
· Formulate, implement and supervise the execution of project financial management policies, accounting procedures, financial standard operating procedures (SOPs) and internal control frameworks, and ensure all departments strictly comply with relevant financial specifications.
· Be responsible for full-cycle project financial accounting, budget monitoring, rolling forecasts and multi-dimensional financial reporting. Prepare accurate monthly, quarterly and annual financial statements on time in accordance with Bulgarian statutory accounting standards, International Financial Reporting Standards (IFRS) and group management requirements, and guarantee full compliance with local regulatory obligations including internal audit, external statutory audit, corporate income tax and VAT.
· Collaborate with local tax consultants to prepare, review and submit tax documents such as annual corporate income tax reconciliation filings, withholding tax declarations and monthly VAT returns; pay all periodic and annual taxes in full and on schedule to avoid late payment surcharges and administrative penalties.
· Establish and maintain a complete fixed asset register for PV modules, energy storage equipment, substation assets and construction machinery; organize quarterly on-site physical asset inventory and reconcile book records with actual assets.
· Identify various financial risks including tax adjustment risks, exchange losses, capital liquidity pressure, cost overruns and contractual payment disputes, analyze their impacts, formulate implementable risk mitigation plans and drive rectification to reduce risks to an acceptable level.
· Standardize the classified archiving and secure storage of all financial vouchers, contracts, tax documents, audit reports and supporting materials, and build a bilingual (Bulgarian & English) financial filing system to satisfy document review requirements for lender technical due diligence.
· Take the lead in liaising with Bulgarian tax authorities, external audit firms, commercial banks and financing institutions, provide all financial materials required by the technical due diligence team and coordinate financial inspection activities of the project.
· Manage the local finance team, reasonably allocate daily work covering accounting, capital management and tax affairs, and oversee the work of the Deputy Finance Manager and finance specialists.
· Education: Bachelor’s degree or above in Finance, Accounting, Taxation or Economics. Candidates holding ACCA, CPA or Bulgarian Certified Accountant qualification will be given mandatory priority.
· Experience: A minimum of 5 years of end-to-end financial management experience on large-scale European renewable energy / PV+BESS construction projects; proven independent financial management experience on energy projects based in Bulgaria is preferred.
· Professional Competence: Proficient in IFRS, Bulgarian corporate income tax, VAT, accounting and financial regulatory provisions; solid hands-on experience in project budget control, construction cost accounting and financial coordination for lender due diligence.
· Language: Fluent written and spoken Bulgarian plus proficient business English; capable of independently conducting financial negotiations, communicating with tax authorities and preparing bilingual financial statements. Only local Bulgarian candidates are eligible.
· Software: Skilled in mainstream ERP financial systems and Microsoft Office suite with advanced Excel financial modeling capabilities.
· Comprehensive Competencies: Strong capabilities in financial risk identification and control, independent judgment on financial matters and efficient autonomous problem-solving without repeated follow-ups. Conduct all financial work in a professional, ethical and transparent manner, collaborate efficiently with cross-disciplinary teams and external stakeholders, and strictly abide by the Company’s financial policies and procedures.
· Assignment Requirement: No need to work on construction site.
· Preferred Certifications: Bulgarian Registered Accountant, ACCA, CFA, Bulgarian Certified Tax Specialist.
