Job Description

We are helping the St. George Solar and BESS facility near Silistra in finding a Site Manager & Community Liaison Officer.

The role will provide on-the-ground oversight, serve as the first responder in incidents, and act as the primary link between the site, local stakeholders, and the company's operations and ESG teams. The role ensures smooth communication, compliance with company and lender standards, and the maintenance of strong community and landowner relations.


Site Management & Technical Oversight:

• Act as the on-site presence and first responder for incidents, safety events, or emergencies, escalating promptly to Operations Manager/Director.
• Monitor day-to-day activities of contractors (O&M, substation, security, vegetation management), ensuring compliance with HSE and ESG (ESAP/ESMP) requirements.
• Conduct regular site walks and inspections, reporting issues such as safety hazards, environmental risks, or contractor non-performance.
• Verify contractor reports, downtime logs, and corrective actions; support validation of performance against contractual SLAs.
• Support data gathering for asset performance (SCADA/Bazefield logs, grid availability, curtailments) and contribute to monthly reports.
• Assist with site inductions, toolbox talks, and HSE awareness training for contractors, particularly on social and community matters.
• Coordinate minor non-OEM maintenance tasks (waste, fencing, signage, vegetation) if required.

Community & Stakeholder Liaison:

• Serve as the first point of contact for landowners/farmers, community members, and municipal authorities.
• Maintain positive relations with local and county authorities, ensuring transparent communication and timely issue resolution.
• Organise and coordinate land rights contracting, lease payments, and revenue-sharing disclosure.
• Identify, mitigate, and report potential issues affecting landowners/farmers, neighbours, or third parties during operations.
• Oversee and support the ESG Specialist and Social Manager in implementing the project’s stakeholder engagement strategy, Livelihood Restoration Plan, and ESIA/ESAP commitments.
• Oversee and facilitate community engagement meetings, project briefings, and grievance mechanism processes, working closely with ESG Manager/Social Manager.
• Oversee documentation of all engagement activities, grievances, and resolutions, reporting regularly to the Corporate ESG team.

Compliance & Reporting:

• Maintain site-level records for HSE, ESG, and operational compliance, feeding into the central Compliance Register.
• Assist in preparing regular reports on community issues, incidents, and contractor performance.
• Support regulatory inspections, audits, and visits from lenders, authorities, or shareholders.
• Participate in monthly reviews and quarterly reporting cycles.


Requirements:

• Strong communicator, capable of building trust with local communities and technical contractors.
• Proactive problem-solver, able to anticipate and resolve local issues.
• Safety-conscious with a “zero harm” mindset.
• Well-organised, able to prepare structured reports and track compliance requirements.
• Comfortable working independently but aligned with cross-border Operations and ESG teams.
• Technical background in solar PV, BESS, or electrical networks (LV/MV) is nice to have.
• Experience in site management, utilities, or construction supervision is nice to have.
• Proven skills in community engagement and stakeholder relations.
• Fluent Bulgarian; good level of English (written and spoken).
