The project consists of five major components:
  • Poll-survey and ranking of the leading companies in the ICT and outsourcing sector in Bulgaria, based on a specially designed methodology for determining a preferred employer. The organizations participated in the survey will receive as a result the degree of engagement of their employees, the degree of integration of strategies, policies and procedures for human resource management (HRM) in the organization, and the relationship between the key results of the company with HRM.
  • Roundtable at which will be presented the rusults and conclusions of the survey and will be discussed the hot topics related to the management of human resources in the ICT and outsourcing sector.
  • Evening ceremony (at the day of the round table), during which will be awarded the winners of the Top ICT Employer 2013.
  • Specialized printed edition in which will be presented results from the survey. Website which will give information on each of the individual elements of the project and will be updated on year-round basis.
In 2012, in the survey, the main component of the project, participated employees, specialists, Human Resources managers, and CEOs of 26 companies from the ICT sector in Bulgaria. 1,771 employees completed the questionnaire about employee engagement, 26 HR specialists and managers - the HR questionnaire, and 24 CEOs - the questionnaire on organizational performance. Last year companies participated in four sectors (categories): software development, systems integration, IT services and sales of software, hardware and communication technology. The specialized in HR audit company, Audit Advice Associates (AAA) developed the metodology of both first and second edition of “TOP ICT Employer” commissioned by the JobTiger and ICT Media. And this year AAA will be a driving factor in the survey.

In 2012 the project was organized with the support of Ministry of Labour and Social Policy (MLSP), American Chamber of Commerce in Bulgaria (AmCham), Bulgarian Association of Information Technologies (BAIT), Bulgarian Association for Management and Development of Human Resources (BHRMDA) and the Confederation of Employers and Industrialists in Bulgaria (CEIBG).

The results of the survey of employees part of “Top ICT Employer 2012” showed that the remuneration and recognition are most highly correlated with the employee engagement. The other two factors, respondents recognized as valuable were the quality of products and services with a main focus on the customer, and the leadership. The sample was dominated by employees with a Master degree (their share was 47%). 62% of the surveyed employees were men. Highest proportion of employed were in the age category 26-35 years – 52%.

The results of the last year questionnaire, addressed to the CEOs in the ICT sector about the results of the organizations indicated that 2011 was a year of growth for them - 76 percent indicated a positive change in annual turnover compared to the previous year.

Data from the questionnaire for HR policies and practices in 2012, completed by HR managers and professionals have revealed that in the 26 companies, participated in the study, in 2011 there were 489 open positions and 444 professionals were employed . Only 2 percent of the surveyed employees were laid off last year, which revealed that the past year was not a crisis year for the personnel in the ICT sector. The most sought after experts in the 26 praticipated companies were programmers, followed by specialists in quality assurance (QA).
